Outline

Part 1- Infrastructure Assessment (8:30 am – 10:00 am)– There are massive underground utility infrastructures that are, or will be, at the end of their life cycle. Some present higher risks than others. Operators need to be involved in recognising and conveying the need to refurbish and replace this infrastructure. They need to be a part of the process from the early stages, usually starting with some type of infrastructure condition assessment and risk analysis which will identify priority projects that need to be approved for funding. (i.e. the drinking water safety plans that every utility must complete or the municipal Utility Master Plan and existing Policies).
The approval process for undertaking this work is arduous and passes through many layers: engineering department, finance, senior management and City Council, government funding/ grants etc… in order to become a reality. Operators need to be more involved to ensure the priority issues are getting the attention they need. They need to use all the tools available to convey this message.

Part 2- Project Involvement (10:30 am to 12:00 pm)- Operators will often focus on maintenance type issues. They are very good at daily work orders and ensuring systems are operating properly and in compliance. They are also very good at responding to emergencies and can often predict where the next one will occur. Taking this knowledge and working towards preventative measures that address the future needs vs. just fixing and maintain what exists is imperative to sound planning inputs into the 10 year capital plan.
Operators are typically involved in projects as a stakeholder. In some cases the “ultimate stakeholder” because they will be responsible to operate the system that is being constructed or refurbished. They have limited experience with project management and project risk mitigation and may be intimidated or unsure of the process.
Operators need to realize the benefits of being part of a project, from planning to commissioning, and providing input to a project from an operator’s perspective. The operator’s knowledge of the operation and maintenance of a system is invaluable when planning and delivering a project. This knowledge is useful when identifying and mitigating project risks.
